A new program that intends to be somewhat flexible for notifying me
when upstream decided to release a new version.  I should not have
written this program since uscan from devscripts should do the same,
but unfortunately it doesn't.  This program also supports a proxy,
which is more or less a vital requirement for running it at
home.infodrom.org.
